However you can do a Job for them in exchange for a position as a Low table member (unless you’re a cop).
Police
These markets never stay too long in one spot and as cop it’s your responsibility to find them and arrest them. There is a random chance that you receive a “illegal deal” alert from your dispatch. Get there and roll up the black market.
Arrested
Once rolled up the stock of the black market disappears and will slowly rebuild over time.
